If you think you can just legislate away human nature, it cant work and never will.
The less laws, the better. No Rule Of Man,is perfection. The Prime Law is beautiful.
Yet, it still comes down to the individual citizen of the country in question. Whether he will keep his freedom and prosperity, defend it and his community from invaders (cultural opposed to the founding principle and law of the land, being the Prime Law and military invaders)
The Power to enforce must be divided among the citizens.
